
The Treasuries & Accounts Officers’ Association, a recognized association in G.O.Ms.No.2383, Public (Service) Department dated 20.10.1970, comprises of officers in the following categories as its members.
1)Assistant Accounts Officer
2) Accounts Officer
3)Chief Accounts Officer/ Treasury Officer
4)Joint Directors
5)Additional Director
The present cadre strength of the officers in the department of Treasuries and Accounts in all categories is 630 numbers approximately.
The above officers function as financial officers not only in the Treasuries & Accounts department but also in almost all the Government Departments, Government Corporations / Boards, and various World Bank Assisted projects/ Societies. They form the backbone of the financial administration of the state by working in various Heads of the Department and also shoulder the responsibility of assisting the District level officers in ensuring that the benefits of various central and state schemes reach the targeted beneficiaries in time.
They look after the financial functions like preparation of Budget Estimate / Revised Estimate/Final Modified Appropriation of various departments, monitoring, and control of expenditure, providing financial advice to the Head of the Departments, reconciliation of receipts and expenditure, internal audit, co-ordination with Accountant General in conduct of external audit and settlement of the audit para, etc., The financial officers in the Government undertakings are responsible for the preparation of proforma or commercial accounts and finalize the accounts, get it audited by the Accountant General and approved at AGM. In certain corporations, they also act as company secretaries in the absence of regular company secretaries.
The Treasury Officers in the cadre of Chief Accounts Officers are heading the Treasury administrations at the District level. The District Treasuries and Sub-Treasuries are responsible for all Government receipts and payments, payment of salary to staff and payment of all kinds of pensions. They also render detailed accounts to the Accountant General every month on the due dates, further, the Treasury administration is undergoing a sea change with the introduction of e-governance initiatives at various levels.
The Joint Director/ Additional Director in the department of Treasuries and Account stand as pillars of the Department. They provide valuable guidance and services to the Head of the Department for the better administration of the department. As Regional Joint Directors, they inspect and monitor the effective functioning of District Treasuries and Sub-Treasuries in the State. Pay and Accounts officers look after the treasury as well as some of the functions of the AG in the cities.
